Behavioral health policy decisions are often made in fast-moving legislative environments where lawmakers and staff must interpret complex evidence while balancing constituent needs, fiscal realities, competing priorities, and political pressures. This session introduces the HOPE Framework (Heuristic for Operationalizing Policy Evidence), a conceptual framework designed to strengthen how behavioral health evidence is understood and applied within legislative settings. Participants will explore practical strategies for building legislative capacity through workflow-integrated learning, collaborative interpretation, sustained access to expertise, and attention to equity and inclusion. The session highlights how macro social workers can help bridge the gap between behavioral health evidence and policymaking, supporting more informed, responsive, and sustainable policy decisions.
Learning Objectives
1. Identify common hurdles that impact legislative members and staff interpretations of and uses of behavioral health evidence within real-world policy making contexts.
2. Summarize HOPE Framework core principles and describe how learning organization, adult learning, and cognitive load theories influenced framework development.
3. Recognize strategies macro social workers and behavioral health advocates can use to facilitate healthier legislative systems that more deliberately consider evidence responsive and equity driven policy decisions.
4. Articulate how intentional integration of learning into workflows and partnership approaches may improve capacity of legislative systems to interpret behavioral health evidence for policy decisions.
